WE PARTNERED WITH LOCAL AGENCIES BY THE NAME OF CAMP, CAMP, CHILDREN'S ASSOCIATION OF MAXIMUM POTENTIAL, WHICH IS THE ABBREVIATION FOR CAMP. SO, IT'S CAMP CAMP. THEY HOSTED CAMP SIGN THIS YEAR. AND THE CAMP CAMP IS LOCATED ON 55 ACRES. IT IS IN CENTERPOINT, TEXAS, AND THEY PROVIDED MANY DIFFERENT ACTIVITIES. AND WE HAD 25 CAMPERS, AGE 8 TO 17 ATTEND THE EVENT. WE INVITED THREE AMAZING DEAF PROFESSIONALS FROM ENTREPRENEURSHIP , EDUCATION AND COMMUNITY SERVICES. -- THE T OF A WEB SERIES, WHICH IS CALLED NO BARRIERS WITH JOEL BARASH. HE TRAVELS ALL AROUND THE WORLD, VIDEOTAPING HIS EXPERIENCES TALKING ABOUT DEAF PEOPLE. AND THE LAST ONE WAS MICHELLE PETERMAN. AND SHE IS THE OPERATIONS MANAGER FOR CRÊPE CRAZY . THEY SERVE THE DEAF AND HARD OF HEARING STUDENTS, AND I RECENTLY RECEIVED SOME QUESTIONS FROM THE BOARD, ASKING FOR SOME CLARIFICATION REGARDING THESE EDUCATIONAL INTERPRETERS. SO, I'M GOING TO ATTEMPT TO ANSWER YOUR QUESTIONS THAT WERE SUBMITTED. AND IF I PROVIDE AN ANSWER THAT YOU WOULD LIKE TO DISCUSS AND ASK ADDITIONAL QUESTIONS ABOUT, PLEASE FEEL FREE. BECAUSE OUR GOAL IS TO IMPROVE SERVICES FOR THESE DEAF AND HARD OF HEARING STUDENTS. ALL RIGHT. THE FIRST QUESTION WAS RELATED TO WHAT STATE OF TEXAS ACTUALLY REQUIRES FOR COMMUNICATION ACCESS IN K-12 ENVIRONMENTS. AND HOW -- THAT TE A.D.A. AND ACTUAL LAW DIMENSIONS QUALIFIED. HERE, WE HAVE ELEVATED OR RISEN THAT REQUIREMENT TO MEAN CERTIFIED. QUALIFIED IS NOT GOOD ENOUGH. WE WANT SOMEBODY CERTIFIED BECAUSE WE KNOW THE EDUCATIONAL NEEDS ARE ALREADY ENDANGERED AT THIS TIME. SO, WE REQUIRE CERTIFICATION. NOW, HOW DO WE ACTUALLY MONITOR THAT? WE HAVE GIVEN THAT TO THE LOCAL EDUCATION AGENCIES, OR LEA , THEY SHOULD MONITOR THIS AND WORK THIS OUT ACCORDING TO HR, HAVING THESE POLICIES IN PLACE THAT ONCE AN INTERPRETER COMES IN AND IS HIRED, THEY MUST BE CERTIFIED. NUMBER TO, I WAS ASKED TO DESCRIBE DIFFERENT POSITIONS IN K-12. -- WHERE PEOPLE ARE THERE IN PROVIDING COMMUNICATION ACCESS TO THOSE DHHS OR DHHS STUDENTS. YOU MAY HAVE ALREADY SEEN THIS , I'M SURE IT HAS COME UP A LOT. THE WORD COMMUNICATION FACILITATOR. THERE IS ALSO COMMUNICATION ASSISTANT, AND SUPPORT SPECIALIST. -- DOING IS PROVIDING COMMUNICATION ACCESS AND FACILITATING COMMUNICATION IN A DEAF EDUCATION CLASSROOM WITH THE MONITORING OF A DEAF EDUCATION TEACHER. AND SO, IT IS VERY SIMILAR TO WHAT WE WOULD CALL A PARAPROFESSIONAL AID. AND THOSE THREE TERMS TYPICALLY ARE USED INTERCHANGEABLY. IT JUST DEPENDS ON THE SCHOOL AND THE LOCATION IN TEXAS, YOU KNOW, YOU HAPPEN TO HAVE PEOPLE -- THEY USE THEM ALL THE SAME. SO, ANY QUESTIONS ABOUT THAT? -- TH [00:45:34] COMMUNICATION FACILITATOR IN A DEAF EDUCATION CLASSROOM, BUT IT'S WHAT YOU WILL NEED FOR THE STUDENT. THAT'S WHAT THE SCHOOL IS SUPPOSED TO FOLLOW. WE ALSO HAVE TO CONSIDER THE CHILD'S LANGUAGE AND COMMUNICATION NEEDS. -- THE OPPORTUNITY FOR DIRECT COMMUNICATION, AND THAT ALSO MEANS DIRECT INSTRUCTION, IN THEIR PREFERRED LANGUAGE AND COMMUNICATION MODES. SO, THIS IS TAKEN DIRECTLY FROM THE FEDERAL LAW. SO, WE HAVE TO HONOR THIS IN REGARDS TO PLACEMENT DECISIONS. WE ALSO DO HAVE ON OUR WEBSITE -- REALLY N THE STRONGER LANGUAGE MODELS, OR WHAT WE CALL A HIGHLY SKILLED INTERPRETER. WHAT GUIDELINES ARE BEING ENFORCED BY TDA TO REPRESENT THIS? IS THERE A SPECIFIC LEVICK -- LEVEL REQUIREMENT FOR DHA? THE ANSWER IS, YOU ARE RIGHT. WE SEE THE RESEARCH SOWS YOUNGER STUDENTS WOULD NOT BENEFIT MORE FROM SOMEONE WHO HAD HIGHER SKILLS, BUT RIGHT NOW, THERE ARE NO GUIDELINES IN REGARDS TO THAT. WE SHARE THE RESEARCH WITH ALL THE REGIONAL DAY SCHOOL PROGRAMS FOR THE DEAF. THEY ARE AWARE. BUT AS WE ALL KNOW, THERE IS A HUGE, CRITICAL SHORTAGE OF INTERPRETERS IN THE WHOLE STATE, NOT JUST, YOU KNOW, OUT IN THE COMMUNITY, BUT FOR EDUCATION AS WELL. WE KNOW THE ELIEZER AND REGIONAL DAY SCHOOL PROGRAMS ARE TRYING THEIR BEST TO FILL THESE NEEDS. END, WE ARE REALLY TRYING TO ATTRACT INTERPRETERS TO THIS -- WORKED WITH THE SCHOOL POSSIBLY FOR A YEAR TO TAKE THESE OTHER INDIVIDUALS AND PREPARE THEM -- PREPARE THEM TO TAKE A CERTIFICATION. WE HOPE THAT WOULD HAPPEN BY THE END OF THE SCHOOL YEAR OR POSSIBLY DURING THE SUMMER. WE HAVE SEEN A HUGE IMPROVEMENT FROM THIS. I BELIEVE IT WAS JUST LAST YEAR THAT WE HAD ABOUT 30 MENTEES, [00:50:03] NOT STUDENTS, SORRY, BUT YOU GET IT. AND SO, THESE MENTEES, I KNOW, SO FAR WE ALREADY HAD ABOUT 10 OF THEM BECOME CERTIFIED INTERPRETERS BECAUSE OF THIS PROGRAM. SEVERAL ARE STILL IN THE PIPELINE, AND PREPARING TO TAKE THE TEST. -- OKAY, NEXT. ALL RIGHTS, TALKING ABOUT THE SCHOOL DISTRICTS HAVING DIFFERENT PAY SCALES FOR THEIR INTERPRETERS. IT'S VERY -- AND YOU WANT TO KNOW, DO WE HAVE ANY KIND OF CENTRAL INFORMATION THAT CAN BE SHARED WITH THE ELIEZER SO THEY CAN USE THIS TO HAVE A PAY SCALE FOR INTERPRETERS? THEY CALL THEM COMMUNICATION ASSISTANCE, MUNICATION FACILITATORS, SERVICE SPECIALISTS, IF IT LOOKS LIKE A DUCK AND QUACKS LIKE A DUCK, IT IS STILL A DUCK. AS OF FEBRUARY, THERE WERE 168 CERTIFIED FOLKS INTERPRETING FOR STUDENTS IN SCHOOLS. ONLY 68 CERTIFIED INTERPRETERS AND 60 VACANCIES. THAT WAS JUST IN FEBRUARY OF THIS YEAR. SO, OBVIOUSLY, THE FACT THAT WE HAVE A STANDARD SET DOES NOT MEAN THAT THE LEAS ARE FOLLOWING THAT. I GUESS, THE QUESTION, THE FIRST QUESTION I HAVE IS, WHAT IS WITHIN THE SCOPE TO HELP CORRECT THIS? BECAUSE THEY ARE ACTUALLY VIOLATING LAW AT THIS POINT. SO, WHAT IS IN THEIR ABILITY TO HELP CORRECT THIS VERY EGREGIOUS BEHAVIOR? AUDIO ] -- IN THE JOB POSTING IT SELF, WE HAVE RECOMMENDED THEY DO NOT USE THE WORD INTERPRET. WE HAVE SEEN SEVERAL OF THESE POSTINGS SAY, HEY, THEY WILL BE PROVIDING INTERPRETING SERVICES. THEY WILL INTERPRET FOR THIS SPECIFIC CLASS, WHATEVER THE CASES. BUT THAT IS NOT IN THE DEFINITION OF A COMMUNICATION FACILITATOR. SO, WE NOTIFY THEM RECENTLY. BACK IN AUGUST, I MADE SURE THAT I EMPHASIZED YOU SHOULD NOT BE USING THAT TERMINOLOGY -- WE HAVE A PROGRAM REVIEW. 52 PROGRAMS OUT THERE CURRENTLY THAT WE HAVE TO GO AND VISIT. AND WE SEE IT HAPPENING. WE SEE THE COMMUNICATION FACILITATORS, AND WE DO WARN THEM THAT IT IS NOT APPROPRIATE. THEY ARE NOT FOLLOWING THE LAW. WE ALSO DO MAKE A FINDING INTO THE PROGRAM REVIEW REPORT. IT GETS DOCUMENTED. AND SO, WE MAKE SURE THAT WE REALIZE THAT WE KNOW, AND THEY NEED TO FIX IT. BUT ONCE AGAIN, TRYING TO FIX SOMETHING IMMEDIATELY AND FINDING A REPLACEMENT INTERPRETER ON THE SPOT JUST DOESN'T HAPPEN OVERNIGHT, AS WE ALL KNOW. AND AT THE SAME TIME, THEY NEED TO SHOW US THEY ARE WORKING TOWARDS A REMEDY, FINDING SOMEONE WHO IS CERTIFIED TO COME IN AND REPLACE THEM IN THE CLASSROOM , HOWEVER, A LOT OF PROGRAMS ARE SHARING CONCERNS NOW ABOUT HAVING TO USE COMMUNITY INTERPRETERS TO FILL IN >> THERE ARE TOO MANY BUTTONS TO PUSH, THANKS, EMILY. THAT , I THINK, TIES TOGETHER WITH THE OTHER THING YOU TALKED ABOUT WITH INTERPRETER PAY SCALE ACROSS THE COMMUNITY. IT IS COSTLY TO HAVE TO HIRE COMMUNITY INTERPRETERS BECAUSE YOU ARE GOING TO PAY AGENCY PRICES FOR COMMUNITY INTERPRETERS. AND IT IS COSTLY. PROVIDING, I GUESS, THE PART THAT I STRUGGLE WITH IS IT'S OUR CHILDREN'S EDUCATION AT STAKE. AND THAT -- THAT THAT'S NOT WORKING, EITHER. [01:00:28] THE ONES THAT THEY COMMUNICATION ASSISTANT, EVEN IF IT DOESN'T SAY INTERPRETING, AND I WILL SHARE THIS FROM 100 YEARS AGO WHEN I FIRST STARTED, I SHOWED UP FOR SCHOOL AS A COMMUNICATION ASSISTANT, AND MY VERY FIRST DAY SAID, YOU ARE INTERPRETING FOR STUDENTS. 35 YEARS AGO, 45 YEARS AGO, WE DIDN'T KNOW WHAT WE DID NOT KNOW. SO, WE JUST DID. IT'S -- I'M TRYING TO USE PROPER LANGUAGE BECAUSE I GET VERY UPSET ABOUT IT. BUT , IT'S RIDICULOUS THAT IN 2024 WE ARE STILL FACING THE SAME THINGS WE WERE FACING IN 1989. -- WITH THEM USING COMMUNICATION ASSISTANCE. SO, THE LANGUAGE IS IMPORTANT. I FEEL THAT IS SOMETHING THAT TDA IS DOING A FANTASTIC JOB OF REMINDING -- I KNOW THAT MOVES VERY SLOWLY, CHANGE DOES NOT HAPPEN OVERNIGHT. BUT I'M GOING TO SAY FROM 1989 UNTIL 2024 IS DEFINITELY NOT OVERNIGHT. SO, WHAT KIND OF MEASURES CAN TDA USE AS DISCIPLINE? THAT'S NOT MY JOB AS THE DEAF AND HARD OF HEARING PROGRAM MANAGER TO MONITOR THE ENTIRE LEA, BUT WE HAVE A HUGE TEAM OF MONITORING PEOPLE THAT ACTUALLY LOOK AT ALL THE SPECIAL ED FILES AND AUDIT THEM. RECENTLY, THIS YEAR, WE HAVE ASKED THE MONITORING TEAM TO PLEASE INCLUDE THE DEAF EDUCATION PART. AND SO, WHAT I MEAN, FOR EXAMPLE, WHEN THEY ARE PLANNING TO COME TO AUSTIN ISD FOR EXAMPLE, THEY WILL PROVIDE MONITORING OF THE SPECIAL ED PROGRAM AS A WHOLE. THEY TYPICALLY PULL RANDOM FILES AND REVIEW THOSE. IT'S CALLED A DESK REVIEW. THEY SWEEP THROUGH EVERYTHING. SOMETIMES, THEY WILL DO A SITE VISIT. -- DISCUSSION WITH THEM TO MAKE SURE THEY UNDERSTAND OUR REQUIREMENTS. IT IS VERY SPECIALIZED. I WANT TO MAKE SURE IT'S DONE APPROPRIATELY AND EVERYTHING IS IN THE STUDENTS FIRE AS REQUIRED. IT IS HARD TO GET SOMEBODY INTO THE SCHOOLS WHO IS A MASTER OR ADVANCED CERTIFIED INTERPRETER WHEN THEY ARE FIGHTING AGAINST $8.00 AN HOUR AS THE GOING RATE.
